California Project Bringing High-Speed Internet Service
A project started in 2010 is soon expected to get high speed Internet service to the remote regions in Tulare County and most of the areas in the region of the Orange Belt.
Probably motorists might have noticed the activities going on for the past couple of months in and around Tulare County. Eric Coyne of Tulare County noted that the project is almost 50 percent finished where 200 miles of cable have already been installed. Amongst the 18 counties of California, Tulare County will benefit the most from this stimulus project. In all 22 public libraries, 72 public facilities, two junior colleges, 250 K-12 schools, 110,385 households and 1,381 businesses will be linked from the county after completion of this project.
Mike Stewart, the project’s marketing director expects the construction work in the remote areas of Tulare to get over by mid summer and few amongst the prime segments giving services by the end of summer. City Manager John Lollis said the project is a syndicate of private and public companies and called the Central Valley Next Generation Broadband Improvement Project (CVIN).
The total project cost is estimated to be $66.6 million out of which $15 million is spent on Tulare County. The project scope is around 24 per cent of the states area and 11 per cent of its population.
Chris Craig, Porterville College’s IT director called this a huge project. He said that project would almost double the college’s existing Internet capacity. It is going to benefit anybody who comes to Porterville College.
Coyne said that Lollis wants to use the project as an engine for economic growth. The cable which is being added will finally serve the industrial region towards the south of the town. The project scope is further expanded to serve the medical community of Putnam and Villa.

I’ve been asked this question hundreds if not thousands of times by visitors of the ISP 1 website and places such as Yahoo Answers.
The question is usually worded similar to this:
I have a DSL Internet service plan with a 1.5 Mbps download speed. When I do a speed test I do get around the 1.5 MB Sec promised download speed so why is it when i download anything whether it’s a video game music file or what ever I always only get around 150Kb/Sec?
And the answer is:
Internet service providers market Internet service plans advertised download speeds in Mbps. This is also the result that you get when you check your Internet download speed at speed testing sites.
Internet download speeds are measured in Mbps, which is millions of (bits) per second, not to be confused with MB/s which is millions of (bytes) per second.
However, in the real world files are not measured in Bits, they are measured in Bytes, KiloBytes, Megabytes, Gigabytes, etc.
Once you know your download speed in bits per second you can calculate what a maximum (real world) download speed will be.
For example a 1.5 Mbps DSL Internet connection can transfer data at 1.5 million bits per second. (notice bits not bytes)
A byte is 8 bits so, 1,500,000 / 8 = 187,500 bytes per second.
A kilobyte is equal to 1,024 bytes, so 187,500 / 1024 = a maximum download speed of 183 KB/s
Every packet of data is checked for errors and resent if they exist. Overhead in the transfer of data takes up some more.
Also the speed and load on the server you are downloading from has to be accounted for. When you try to download a file or web page, there is much overhead involved. There may be 100,000 other people trying to download the same file at the same time. The file may be on a server located in Russia. Your Internet connection may have to be routed through 15 or 20 hops (different locations) to reach the server. Each server has a delay (latency) due to the long distances that the signals must travel.
Now the server has to process your request, depending on the speed of the server this could take many milliseconds, and returns your data in packets (small chunks) back through all of the hops to finally reach your computer. This process must be repeated until your file or web page finally reaches to your computer.
In this example the 1.5 Mbps DSL Internet connection can download at a maximum of about 150KB/s, However many variables such as file location and Internet traffic at he download server can slow this considerably.
A rough estimate of actual download speed can be made by dividing your Internet connection speed in bps by 10. For example a 3 Mbps Internet connection’s maximum download speed is approximately 300 to 350 Kbps.
Faster Internet Speed
If you want to stream high quality video from sites such as Netflix, you’ll want a minimum of a 5 – 10 Mbps Internet connection. In many areas standard DSL is simply not this fast.
By nature fiber optic cable can handle more data at faster speeds than the standard copper twisted pairs used in conventional DSL.
DSL is limited by the distance from the CO or telephone companies central office. The copper limits are around 15,000 feet. and this would be the actual length of the cable not the point to point distance. If your neighborhood has fiber optic this distance can be extended,

Fiber permits ADSL2+ speeds of up to 50 Mbps and can simultaneously provide digital television programming on the same connection. This can provide Internet bundle packages that include broadband Internet, TV and phone in one convenient package.
Cable Internet is a form of broadband Internet transmitted over coaxial television cables. Cable Internet speeds range from 3 Mbps to over 100 Mbps using newer DOCSIS 3.0 modem technology and bonded download channels. Internet is an essential for school, isn’t it? Well, Comcast thinks it is, and to promote Internet usage in low-income families, they are providing discount access for millions across the United States. Those students that qualify for free lunches also get Internet access for $10.00 a month, plus a coupon for the purchase of a computer for only $150.00. This is to combat the ‘digital divide’ that separated the low-income students from their peers.
“The digital divide is extremely important to close,” said East Aurora Chicago School District spokesman Clayton Muhammad. “We are becoming increasingly aware of how important it is for children to have access to technology and the Internet.”
Low-income students and their families will be allowed to sign up for the program until the 2013-2014 school year and will be covered until the child graduates high school. The goal is to provide the same variety of resources for low-income students and their families. They will be able to fill out FAFSAs and other paperwork and their parents will have access to college and job development sites. In an increasingly linked world, internet access to be the difference between success and failure.
“This will have a dramatic effect on the lives of our students and their families,” Muhammad said. “Our children will have greater access to the world at large and be able to see what’s going on.”
Other previous efforts to bring Internet to low-income families have been unsuccessful, but this effort is different.
“This time will be different because of the price point they’re bringing it in at,” said James McKissic, vice president and chief operating officer of the Urban League of Chattanooga. “The parent does need to make an investment, but $10 per month is very reasonable.”
Comcast’s typical standalone Internet starts at $30, and can increase with installation and modem fees.
“There are videos on YouTube that teachers have put up explaining concepts and formulas and that’s an extra boost and an extra help to young people,” he said. “If you live in a household without Internet access, you don’t have access to those extras.”
Other household members can use the family’s connection too, he explained.
“Most job and employment research is online, and a lot of people will only accept your application as an online application or e-mail attachment,” McKissic said. “That’s a benefit for the whole household.”
Comcast offers this discount as part of the deal made with federal regulators, who conditionally allowed it to buy NBC Universal earlier in 2011 if it agreed to extend broadband service to more people.

Project Gig.U, headed by Blair Levin of the Aspen Institute, aims to put in place the necessary high speed Internet backbone to support new high tech companies and attract start ups in university towns and surrounding areas. The project includes 30 universities across the country that are bringing blazing high speed broadband to college towns.
The project was announced in late July and plans to target health care, energy, and telecommunications.
Most of the universities that are a part of Gig.U are not located in or close to major cities or are not considered hotbeds of innovation for technology start-ups. The goal of the project is that the new infrastructure, providing broadband speeds of 1Gbps to individuals and businesses, will create a hub where cutting-edge start-ups and other businesses will move to be closer to university researchers and a handful of talented students and grad students.
Since just being announced in late July, the details on funding for the project are still unclear. Levin told the New York Times, that “the group is not looking for government funding to build the network. Instead, Gig.U participants are reaching out to broadband companies and other private investors to partner on building the infrastructure”.
He added, “the idea is that current and existing providers would fund the networks, but that universities and communities could explore ways to improve the business case by lowering capital cost and improving demand.”
Most big name universities already have access to the newest and fastest Internet technology and many are involved in developing networks to help connect them to the world. But Gig.U is about expanding the ultra high speed Internet access outside the university to the communities and businesses.

High Speed Internet? Can’t Live Without It
A recent Zogby Survey revealed that most people feel they can’t live without High Speed Internet.
24% of those surveyed chose Broadband Internet as the technology that has had the most impact on society over the previous 10 years. Facebook (22%) and Google (10%) also scored double digit responses from the 1950 adults that were surveyed in the December, 2010 Zogby poll.
High Speed Internet was the technology that 28% of those polled said they can’t live without, second on that list was email with 18% of the survey results.
